The REASON project, coordinated by RINA-CSM (IT) and scientifically coordinated by Z&P, is funded by the European Commission under the Horizon Europe Framework Programme.
The REASON project has the aim of delivering an agent-based, interoperable Decision Support System that fuses multimodal data (UAV/UGV, satellite, IoT) to generate a 3D Common Operational Picture, real-time threat and risk assessment, AI-assisted triage and dynamic evacuation planning for first responders in high-risk, conflict-affected environments. The platform links a multi-UAV “Meshin-the-Sky”, tactical UGVs and a passive, privacy-by-design mobile-phone counter for people-density awareness through open APIs and adapters to existing command-and-control systems, reducing integration risk and cognitive load while increasing speed and safety. A Digital Twin underpins development and training, enabling what-if analysis, stress-testing and train-the-trainer capacity building.
Expected results include a productised DSS with an open interoperability toolkit; validated UAV/UGV swarm capabilities and privacy-preserving crowd awareness; a Digital Twin-based training suite; and procurement-ready evidence packs. The impact pathway strengthens civil-protection preparedness and response, accelerates safe uptake through standardisation and conformance testing, and builds sustainable skills by advancing multi-function autonomous systems in obstructed, enhancing remote sensing and situational awareness, and validating user-centred solutions in realistic conditions.
The REASON Consortium comprises 17 Partners from 8 EU Countries (Austria, Germany, Greece, Italy, Luxembourg, Slovakia, Ukraine, and the United Kingdom). The Consortium was set up in order to have complementary expertise and be able to cover all the activities envisaged in the project in terms of coordination capabilities, technical skills, infrastructures and background IPR, legal expertise, and ability to deploy the solution in real-world pilots.
